A loop, not a straight line

Step 5 feeds back into Step 1. This is what sets apart Construction Control from ordinary project management software: the system does not just record what happened, it uses that data to make the next project run better than the last.

Why is Output at the centre?

The three commercial links have to be told as one flow: Output → Cost → Reconciliation. Output is the only layer that produces evidence; the other two layers merely convert and reconcile that evidence.
